I am writing to you concerning the upcoming motion on the Triple Lock. We recognise that views on foreign policy and neutrality can differ. However, the proposal to abolish the Triple Lock without a referendum raises a fundamental issue of democratic principle that we believe warrants your consideration.

The Triple Lock was not a casual policy. It was a solemn pledge made by the government to secure public trust and a 'Yes' vote in the Nice and Lisbon referendums. It was, in essence, a key part of a contract with the Irish electorate.

To unilaterally dismantle this specific safeguard, without returning to the people for their consent, undermines the integrity of our democratic processes and breaks a direct promise. If a commitment of this magnitude can be reversed by a simple legislative act, it sets a dangerous precedent for how future governments might treat solemn assurances given to the public.

Furthermore, removing this check on executive power carries significant and tangible risks. Evidence presented to the Joint Oireachtas Committee on National Security and Defence confirmed that without the Triple Lock, a future government could deploy troops to EU, NATO, or "coalition of the willing" missions without a UN mandate. The last such major coalition—the U.S.-led war in Iraq—was widely deemed illegal under international law. This is precisely the scenario the Irish people have consistently opposed, and the one the Triple Lock was designed to prevent.

This motion is not solely about neutrality; it is about democratic accountability. It asks whether a promise made to secure a referendum result can be discarded without one.

I am writing to you ahead of the upcoming motion on the Triple Lock, to ask for your support on the basis of the proud and principled legacy of your own party.

Irish neutrality is not a recent political trend; it is a cornerstone of our sovereign statecraft, meticulously built by the founders of Fianna Fáil. If the men and women of 1916 laid the moral foundation for an independent foreign policy, it was Éamon de Valera who fortified it, and Frank Aiken who, with unwavering conviction, erected it into a respected doctrine recognised at the United Nations—a policy that allowed Ireland to become a global voice for peace and disarmament.

This legacy was affirmed in our own time by your party leader, Micheál Martin, when in 2013 he rightly described the Triple Lock as being "core to our neutrality." His words were correct then, and they are correct now. To dismantle this very mechanism would be to dismantle a key part of the policy your party built, contradicting that proud legacy and breaking faith with the electorate.

You are not being asked to make this decision alone. In Wexford, your party colleague, Cathaoirleach Joe Sullivan, voted with his conscience and supported a similar motion to protect the Triple Lock. Many other FF councillors throughout the country have also voted for this motion including in Louth, Mayo, South Dublin, Wexford, Cavan, Donegal, as well as Mid-Ulster and Derry-Strabane.

We urge you to follow this example of principle. We ask you to stand with your constituents in Tipperary and, most importantly, to stand by the enduring vision of de Valera and Aiken by supporting this motion.

For more than two decades, the Triple Lock has safeguarded that neutrality. It ensures no major deployment of Irish troops abroad can take place without the agreement of Government, Dáil Éireann, and a UN mandate. This reflects Ireland's longstanding commitment to multilateralism, peacekeeping, and international law.

The Triple Lock was not a casual policy choice; it was a solemn pledge to the Irish people, made after public concern over EU militarisation during the Nice and Lisbon Treaty debates. To abolish it now would not only weaken neutrality but also breach public trust in democratic assurances.

The government argues that removing the Triple Lock will not undermine neutrality. Yet evidence presented to the Joint Oireachtas Committee on National Security and Defence suggests otherwise. Senator Tom Clonan confirmed that without it, future governments could deploy Irish troops to EU, NATO, or even "coalition of the willing" missions without a UN mandate. The last such coalition, the U.S.-led war in Iraq, was illegal and devastating. This is precisely the type of scenario the Irish people have consistently opposed.

Neutrality is not passivity. It is an active, principled policy of diplomacy, peacekeeping, and non-alignment that has earned Ireland international respect. At a time of global instability, defending this policy is more important than ever.
